You can get to Belgrano on Subte D, stop Congreso de Tucuman and Juramento. The commuter train Mitre from Retiro heading to Tigre stops in the neighbourhood at Belgrano C station, which is right outside the Buenos Aires Chinatown (Barrio Chino).
