On districts: Wikivoyage does not simply divide every city into the districts recognized by the government, but instead, we endeavor to divide them only if that is helpful to the visitor, and if so, we divide them only in whichever way is most useful to the visitor, partly in order to avoid virtually empty district pages that are never likely to have much content. If you want to change the way a city is divided into districts, instead of plunging forward and doing it unilaterally, you should propose a new division of the city on the talk page for the article (in this case, Talk:New Taipei and seek a consensus for it.
