I reverted your disclaimer in triplicate in the Brooklyn article. I am a New Yorker, and I'm well aware of racist policing and systematic racist harassment and oppression by the NYPD, but to blame "most of the violent crime" on policing doesn't make sense to me, and more importantly, doesn't strike me as relevant to this site's prime directive, the traveller comes first. By way of comparison, we could easily justify blaming the existence of ISIS on the Bush Administration's invasion and occupation of Iraq, but that wouldn't make it any safer to visit Iraq. You might want to discuss your historical claims in Wikipedia, which as an encyclopedia would be better suited for scholarly documentation on the origins of crime.

I hope this all makes sense, because to sum up, I'm very sympathetic to your point of view on this but think it's a bit simplistic as an explanation of such a multi-faceted thing as the origins of individual examples of violent criminal behavior and also not really useful to travelers.
