Well first of all the traveler comes first. Whatever you write on this Website should be to benefit travelers and not your business. Also the prime determining factor in "what is an article?" is: Can you sleep there? While we do have articles on certain travel topics, such as driving in the USA, we do not have them about individual companies. Even if they are de facto the only ones offering a certain service, like Rail travel in the USA which is not only about Amtrak, but also the various commuter railroads. You actually probably can't list yourselves, unless you give "value added" as defined at Wikivoyage:Tour. However, even if you can list yourselves, the listing would be within a destination article and cannot be its own article. Again, please have a look at What is an article, and it will answer your question about why you can't create an article about your tour agency on this site.
