Is this an official (governmental) organization?

Organized guided trips through local operators. Tourism Centre in Novo Brda (Artana) email: rural.tourism.nb@gmail.com and Kosovo Touristic Guides Association https://guideks.org/ email: guidesinkosovo@gmail.com

All I can find in a web search is this Facebook page: https://www.facebook.com/Tourism-Artana-Novoberda-504573513290786/. I can't tell from that whether it's private or governmental.
