I don't know Imgur and I don't want to enable all third-party Javascript that seems to be necessary to use the site. We require the photograph itself to be freely licensed, while we allow the underlying copyrights to be ignored under fair use – given that the copyrighted work is important enough for us. I don't know what image this was, and I am not an admin on Commons, so I cannot see deleted images or their description pages. –LPfi (talk) 11:48, 6 February 2022 (UTC)[reply]

I had to check the source for the filename to see the deletion comment "No FOP-US for murals or similar art, only for plain buildings" and search at Commons:Undeletion requests/Current requests to find your undeletion request and the answer ("no evidence the image is PD"). Please give such links and explain a bit more clearly when requesting advice.
Is there evidence the photo is PD? It seems unlikely. Is there a free licence for the photo itself? Is the thing depicted something characteristic for the place, or could an unproblematic image be used instead? I don't think it is enough that the banner was nice, if equally nice banners free banners can be made.
