Upgrade to Guide status

The article, as it stands right now, meets the requirements to be listed as a Guide article as described here. The thing that keeps me from upgrading the article to Guide status is a memory of a Talkpage I've contributed to, or have seen around, which came down to: Articles for rather small locations which travellers rarely attend, or have little to offer in general, should not be marked as Guide. The question therefore is: Should Harderwijk be a Guide article or not and why should(n't) it be?

I'm not sure who made that comment, but there's nothing that keeps a well-developed article about an off the beaten track or small destination from becoming a guide. In the case of Harderwijk however, I don't think the article is at guide level. A guide should be essentially complete. Several of the article sections here are empty, when they should be filled. This is surely true for the "get around"-section. If there's really nothing to say for a specific section, delete it. I find it hard to believe that there's not a single bar to mention in Drink, no shops or streets to mention in Buy and no post office or information on available wifi for Connect. Harderwijk is, in the end, not a tiny village. There are some restaurants listed, but they have only the bare contact information, no content - so no information on what kind of restaurants they are. The article makes no mention of the historic town centre or the town's location on the edge of the Veluwe, which should give some more pointers for the Do-section. In short; the article is coming along nicely, and a guide doesn't have to be perfect, but it should have all the infomation an average traveller would want for a couple of days in a place.
