Coube à Ordem Terceira da Penitência de São Francisco de Assis a iniciativa da construção da capela de São Francisco, obtendo-se em 1771 a licença régia necessária para a edificação do templo. Antes mesmo, porém, já em 1765, foram iniciadas as obras de terraplanagem e, em 27 de dezembro de 1766, foi arrematada a obra de alvenaria pelo mestre pedreiro Domingos Moreira de Oliveira, obedecendo ao risco de Antônio Francisco Lisboa.
