I've been in Peru and in Bolivia, but I've never heard of the Altoplano. AFAIK this region is called the Altiplano. Google results: Altoplano (134), Altiplano (93,800). (WT-en) D.D. 12:12, 29 Sep 2003 (PDT)

The right word between these two is Altiplano (for reference see: es:w:Altiplano (Andes Centrales) or w:Altiplano.
Most likely Dhum hasn't ever heard about this name, because Peruvian people divide Perù into three different regions (Costa, Sierra, Selva) or into the administrative provinces. See the following image for details:
