Border bus scams?

When I was there in 2005 there were much talked about scams where travel agents in Mbeya would sell tickets into Malawi, but then drop passengers off at the border, promising a bus would be waiting on the other side, though none existed. And were getting away with it time and time again since nobody was going to go through the hassle of re-crossing an international border to go and tell them off. Has this changed? My warning in "Get out" was deleted, but I'd love to hear someone speak up here and let us know that cross-border services actually do exist and have been taken successfully.
