Why disambiguation?

I believe I just saw a reference to three towns named Noda in Japan. Noda in Chiba (prefecture) is the biggest. The disambiguation page will make more sense when the other Nodas are added. The Charlotte/NoDa reference was from the previous content of the Noda article, set up a long time ago. I think the Noda in Chiba prefecture takes precedence for the article named Noda.
