Issues involving tours

I haven't visited Paihia, so I'd like to solicit comments on the following question:

Does most of what there is to do there require paying a tour operator? Because right now, most of the "Do" listings are tours, and I'm uncomfortable with WikiTravel guides turning into alternate Yellow Pages of tour promoters. Please discuss this, so that we can come to a consensus about the self-promotion efforts we can see in this article.
