I just created this page. I stayed in Rongjiang one night because I was transferring buses the next day. I don't remember the name of the hotel, but there is only one hotel that foreigners are allowed to stay in. I asked a few hotel front desks, and they said, No, we're not allowed to let you stay here, there is only one that foreigners can stay in.
