The Tibet/Nepal border

Do we have any info on when the Friendship Highway border crossing is open, or what the weather related disruptions can be. I read somewhere that there can be issues during the monsoon, with sections of the road sometimes washing out. (Though I have crossed it at that time of year w/o issues) What about winter?
