The reason that Wikivoyage has old content is that the project is essentially a fork of the travel wiki Wikitravel, which was founded in 2003 and purchased by a for-profit website operator that started intervening in the project without obeying community policies and didn't do much in terms of tech upgrades (lots of bugs, old version of Mediawiki). Since Wikitravel's content is published under a Creative Commons license, it was easy to copy the content and all the active users migrated to the Wikivoyage project...more about this can be found at Wikivoyage and Wikitravel.
