I'll tell you the reason why. So apparently, Sri Lanka was copying and pasting copyrighted material onto Wikipedia and also vandalising a few pages. These copyrighted material was from Britannica and we notified the administrators that they either should block Sri Lanka and their accounts or those administrators will pay a fine for not taking care of offensive vandalism. Because the admins thought that paying a large sum of fine is a extreme bad disaster, the admins have to comply by blocking Sri Lanka and any sockpuppet accounts.
