Struggling with disambiguations[edit]

I'm really struggling with these disambiguations and I'd like the input of other Wikivoyagers. I'll explain the problem with some examples:

Note that the highest hierarchical level is disambiguated using rule 2 and the lowest using rule 1.

Again, the highest level uses rule 2 and the lowest uses rule 1.

Now I'm looking at Santa Fe and I don't really know what to do.

Contrary to the first 2 examples, the highest level uses rule 1 and the lowest uses rule 2.

I'm a bit confused here and I'd really like to know other opinions on what to do when there's a mix of rules 1 and 2 and which rule should be used for which level. Thanks. (WT-en) DhDh 13:08, 28 Dec 2003 (PST)

I'm totally lost why this is a problem. "the highest level uses rule 2 and the lowest uses rule 1"? Why does this factor? I'm having a hard time grasping the issue. Is it a question of parallelism? I don't think parallelism is a goal for the disambiguation policy. --(WT-en) Evan 13:49, 28 Dec 2003 (PST)
