Struggling with disambiguations

I'm really struggling with these disambiguations and I'd like the input of other Wikivoyagers. I'll explain the problem with some examples:

• La Rioja is:
  1. an autonomous community in Spain, which I disambiguated as La Rioja (Spain)
  2. a province in Argentina, disambiguated as La Rioja (Argentina)
  3. a city in this province, disambiguated as La Rioja (city)

Note that the highest hierarchical level is disambiguated using rule 2 and the lowest using rule 1.

• The Chaco is:
  1. a region in Argentina, disambiguated as Chaco (Argentina)
  2. a region in Bolivia, disambiguated as Chaco (Bolivia)
  3. a region in Paraguay, disambiguated as Chaco (Paraguay)
  4. a province in the Chaco region of Argentina, disambiguated as Chaco (province)

Again, the highest level uses rule 2 and the lowest uses rule 1.

Now I'm looking at Santa Fe and I don't really know what to do.

• Santa Fe is:
  1. a province in Argentina (to be disambiguated as Santa Fe (province)?)
  2. a city in this province (to be disambiguated as Santa Fe (Argentina)?)
  3. a city in New Mexico (to be disambiguated as Santa Fe (New Mexico)?)

Contrary to the first 2 examples, the highest level uses rule 1 and the lowest uses rule 2.

I'm a bit confused here and I'd really like to know other opinions on what to do when there's a mix of rules 1 and 2 and which rule should be used for which level. Thanks. (WT-en) DhDh 13:08, 28 Dec 2003 (PST)

I'm totally lost why this is a problem. "the highest level uses rule 2 and the lowest uses rule 1"? Why does this factor? I'm having a hard time grasping the issue. Is it a question of parallelism?
