Regions

I'm removing the old Regions section because it is unnecessary and does not follow the WV template/format for regions. The old section contained some arguably informative text about topography, so I've moved that to "Understand". I've removed the useless list of municipalities because administrative units are not useful to a traveler, particularly in a state that only has 3 cities of any arguable traveler utility and a few "Other destinations". I think there is some room to expand the Other destinations with a couple of Biosphere Reserves and possibly a couple of the lesser visited Maya sites, but there is definitely not enough tourism magnets in the state of Campeche to justify Regions at this time.
