Tours in "Do"

I think that wine tours are "value added" under our tour policy, because they avoid the problem of drinking and driving. However, isn't it also clear that unless a tour company has a local office, it can't be listed? I don't think a company that is based in the UK and conducts wine tours of France can be listed in this article. Anyone disagree? I would say that unless the tour companies list a local office within the next day or two, the listings should be either deleted or moved to this page.
