Would it be helpful for rural area articles to be created for listings that are not near any city? Having only listings for attractions outside of cities remains problematic in region articles, and of course that imbalance in emphasis wouldn't be solved by duplicating all the listings in city articles to the parent region article, but using rural area articles, if useful, solves that problem.
