Librazhd may lie on the northern banks of the Shkumbin, but to call it part of Northereastern Albania is grossly inaccurate. The Shkumbin was used as a traditional dividing line for DIALECTS of Albanian and it is not an effective way to categorize cities in this area. Even so, the dominant dialect of the city if Tosk Albania, the dialect of the south. Librazhd is also on the national road between Elbasan and Pogradec, two decidedly un-northern cities, and lies within the Elbasan county. (WT-en) Sethinthebox 10:05, 16 August 2010 (EDT)

It's already in Southeastern Albania. I think you are referring to the breadcrumb at the top of the page when you're writing this, I too saw it going like ... : Albania : Northeastern Albania : Librazhd. But in fact, when I checked its tag inside the editing window, it said "Southeastern Albania", so I guess that's because of the usual caching problem of Wikivoyage.
