Hi Matt. Your move of São Paulo to São Paulo (City) may not actually be correct - typically when a city and a province have the same name and the city is much more famous than the province, the city gets the un-disambiguated name and we create a (for example) São Paulo (disambiguation) page to link to the state. See Cadiz for one example, and Project:Article naming conventions#Disambiguation for the rule. About which license to use - I'm not sure you could use "public domain by US government" (even though its different from the Brazilian government. Then in the summary section of the image tell users that instead of the US Government that the image was taken by the Brazilian government. Hi! You uploaded Image:Museuipiranga.jpg and said it was PD from the museum's website. Putting something on a website does not put the work into the public domain. If the museum somewhere has established that this is PD, then please add that information to the Image page.
