I see that you removed the "no permission" tag, but you provided no way to verify that permission has been granted. The template I showed you tells that evidence of permission needs to be sent to OTRS. It was suggested somewhere that there should be an exception from Commons:COM:GOF for certain files from Wikivoyage, but I don't remember what happened with that, or whether the exception would cover your file. --Stefan2 (talk) 13:11, 14 November 2012 (UTC)Reply
OTRS is required for images that have been published elsewhere under a non-free license. This image has never been published anywhere, it was taken by my buddy Sampo, who was kind enough to CC-license it when I asked him to. And how, exactly, would an email from (say) "lolwut69@hotmail.com" confirm the provenance of the image?
Let me spell this out for you: You're already trusting me to accurately tell you where I got the image from. If I am lying about that, I can also fake the confirmation email, making OTRS meaningless and, worse, providing an illusion of security where none exists.
