Rural area or region?[edit]

This page is now a rural area article, but Kuressaare is breadcrumbed to it. Breadcrumbs should go to region articles, in this case probably West Estonia and Islands.

Both this article and Hiiumaa have Cites sections, each with one article and two redlinks. For Saaremaa the other ones are Leisi and Mustjala. These are former municipalities (according to Wikipedia they were consolidated to a single municipality, Saaremaa Parish) of 2,000 and 750 inhabitants, respectively (Kuressaare has 13,000). In addition, Kihelkonna has its own subsection in See, and Muhu is mentioned and linked from Do.

As there is nothing in Understand or Get around for the former municipalities (parishes?), I assume it is not worth the trouble to create articles for them at this stage. If they are a reasonable division, they can be handled by subsections here, until there is enough content for them. Thus, this should probably not be made a region article at the time being, but stay a rural area article, and it should cover Saaremaa except Kuressaare. Kuressaare should still be mentioned and linked where appropriate, but it should be breadcrumbed directly to West Estonia and Islands alongside this article (grouped in some sensible manner there).

Or is it better to merge Kuressaare to here? There is not so much content that it cannot be handled by subsections, and Get in, Get around, Cope etc. probably need to refer to Kuressaare for most info anyway.
