Hello, welcome to Wikivoyage, and thanks for your contributions to the Seattle/Fremont article! Unfortunately, a consensus on Wikivoyage decided some time ago that walking tours, even if free, do not fall under the exception rule at Wikivoyage:Tour, because while they can be extremely informative, in theory, an individual travel with access to the knowledge and route could do the tour on his/her own. You could always reopen discussion about listing free walking tours at Wikivoyage talk:Listings, but until or unless a new consensus develops, we can't list or link walking tours.
