Certainly.
I question having an article about Kishoreganj District. Dhaka Division's article is hardly overwhelming, and there are several red-linked cities lacking articles to date, so I don't think there's a point in having sub-regional articles about districts, let alone Upazilas, which almost definitely will never have their own Wikivoyage articles.
You might want to look at Wikivoyage:Welcome, Wikipedians for an overview of the differences between Wikivoyage - a practical travel guide - and Wikipedia, which as an encyclopedia should cover almost everything. Also, have a look at Wikivoyage:Breadcrumb navigation, to get a feel for the travel destination hierarchy on this site. Each country is subdivided into region articles only to the extent that that's useful for travelers reading this site.
