- I think it only makes sense if you include the rest of the sentence. Maybe it would be easier to parse if phrased like this: "Though under the administration of Henan Province, Shangqiu shares more cultural similarity with Huaihai District (淮海地区), a marginal area that includes part of Eastern Henan, southwest Shandong, Northern Jiangsu and Northern Anhui." —Granger (talk · contribs) 02:43, 1 May 2019 (UTC)

- Yeah, I'm not sure "district" is the best translation. As I understand it, Huaihai isn't an administrative unit. Better to call it "Huaihai Area" or just "Huaihai", I think. —Granger (talk · contribs) 04:13, 1 May 2019 (UTC)
