That page is for links to discussions that are in the appropriate place. A proposal to change the names of sections would probably be best to start in Wikivoyage talk:Article skeleton templates, and I would predict with a lot of assurance that it's very unlikely to be successful, but by all means go ahead and start a thread if you like. In case you need a copy of your proposal, you can see it here.
As a side point, per Wikivoyage:Capitalization, an "Indian cuisine" subheading would be capitalized only at the beginning. That's part of the style of this site, but not a huge deal.
