The only users who can create or modify anything in MediaWiki: space are administrators. That's pretty much hard-coded into the software. (The talk page, OTOH, may be edited by anyone.) Also, can someone look at abuse filter 23, as it did not allow me to comment with my IP address (possibly an IP range used by Brendan John Williams, but I have no idea about what it is.)
