Bremen Subdivisions
  1. Bremen becomes large City with single district of Bremerhaven.
  2. Additional districts of North, South, West , East and Middle as well as Bremerhaven

Travemuende got its own article because it had a fanbase dedicated to do it, it grew to be even more wholesome than the article on Luebeck. There was no need to "districtify" Luebeck, we just linked to Travemuende and back explaining their relation appropriately. There is no need to treat this as districtification, just a way to sort out the breadcrumb trail without using the empty shell article as we do now. Because putting Bremerhaven under Lower Saxony would be confusing, I would just put it under Bremen and be done with that. The number of people who would actually take note is minimal, but those who would would not be confused as to whether Bremerhaven is a part of Bremen or not. The rest is about linking from particular articles - if we tell somebody they can go to Bremerhaven from somewhere, or that something is in Bremerhaven we do not have to explain how it is a part of the state of Bremen but not the city of Bremen and somewhere else than the city of Bremen but not that far away. Maybe it would be better to replace the huge city hatnote with the following:
